Maplewood and Sector 2
Maplewood participates in Sector 2 (yellow portion of map) of the Neighborhood and Business Development (NBD) planning process. There are four quadrants as shown on the map. The Sector 2 Planning Committee is organized to reach out to interested participants and engage people through a community assessment and development process that identifies needs which translate into a series of opportunities and goals for community improvement. The Neighborhood and Business Development planning process is a collaboration between the City of Rochester and the Sector planning committee for our quadrant.. The Sector planning committee is composed of citizens and other community partners to plan and achieve sector action plan goals and vision for our community.
Sector 2 is moving forward on many initiatives including:
- increased support for business development,
- enhancing public safety measures,
- community awareness and conduct of neighbors,
- maintaining property,
- coordinating activities, and
- marketing the Maplewood area and our unique amenities.

Neighborhood Quadrant Service Centers
The City of Rochester had been divided into the four (4) georgraphic quadrants, each with its own Neighborhood Service Center. Each quadrant in the city also has its own Quadrant Team, an interdepartmental team of professionals are dedicated to improving the quality of life in their assigned area. These cross-functional teams are intended to work on the following:
Common Property Complaints
* Illegal property uses
* Abandoned/unlicenced vehicles
* Overgrown lots
* Trash & Debris
* Blighted properties
* Unsafe or vacant structures
* Front yard parking
* Excessive noise
Public Safety Concerns
* Drug house locations
* Disorderly people, illegal activities & public disturbances
* Crime Prevention Information
* PAC-TAC and Neighborhood Watch Programs
* Other nuisance activities which occur chronically at a location
Normal operating hours for the Neighborhood Quadrant Service Centers (NSC) are Monday through Friday, 8 a.m. - 5 p.m. Calls to NSC Offices during off hours are taken by staff at the City’s 311 One Call to City Hall Service Center. Staff follow-up on these calls the following business day.
